What building LogConfig and starting Rainbow Gum do with alerts recorded while starting, set by "logging.alerts.fail". Checked once when LogConfig is built and once right after Rainbow Gum starts; alerts after that never fail anything. Evicting or clearing an alert from the diagnostic queue does not prevent it from failing startup.
